Abstract: This article attempts to highlight the multifaceted problems faced by higher education institutions in thedevelopment of research and innovative activities. As these problems, issues related to the financing of research andinnovation activities, infrastructure, administrative and regulatory framework, human resources, cooperation and socioculturalfactors are studied. Each section provides a comprehensive analysis of these problems, supported by examplesand evidence from different global contexts. The article also discusses potential solutions and strategic approaches toovercoming these barriers aimed at providing a roadmap to enhance research and innovation in higher education.
