Abstract:
In the context of global transformations, the effectiveness of vocational education reforms increasingly dependson the integration of leadership and cultural competencies. The study analyzes the role of leadership practices andcultural factors in implementing institutional changes in vocational education systems. It explores how different leadershipstyles interact with socio-cultural environments and influence reform outcomes. The research is based on a mixedmethodsapproach, combining qualitative and quantitative analysis. The findings show that culturally competent leadershipenhances stakeholder engagement, reduces resistance to change, and ensures the sustainability of reforms. The studyalso proposes practical recommendations for improving leadership capacity and adapting reforms to local contexts
