Abstract:
This study examines the transformation of the vocational education system in Uzbekistan through the lens ofcultural and institutional approaches. It analyzes the interaction between formal institutional reforms and informal socioculturalfactors influencing the effectiveness of vocational education policies. The research highlights key challenges,including negative social perceptions, weak alignment with labor market needs, and limited stakeholder engagement.At the same time, it identifies opportunities related to digitalization, competence-based education, and public-privatepartnerships. The findings demonstrate that successful transformation requires not only structural reforms but also theintegration of cultural factors into policy design and implementation
