Abstract: Increasing water scarcity and environmental challenges necessitate the transition from traditional linearresource management to approaches based on the principles of the circular economy. This study examines organizationaland managerial mechanisms for the efficient use of water resources within the framework of the circular economy. Theresearch focuses on integrating the principles of reduce, reuse, recycle, and recover into water resource managementsystems to enhance resource efficiency and ensure long-term sustainability.The study applies systematic and analytical approaches to evaluate existing water management practices and identifyopportunities for sustainable transformation. A conceptual organizational and managerial framework for the sustainableuse of water resources is proposed, emphasizing effective governance, technological modernization, and rational resourceallocation. The proposed framework can support the development of sustainable water management policies in regionsfacing increasing water stress.
