Aspects of Scientific Human Capital Formation

Abstract:
The success of most developed countries is due to the special attention and concern with which human resources have been dealt with in various branches of national economies. In this respect, a great attention is paid to human scientific capital, especially scientists, inventors, researchers, and so on, because they are those, who will be able to elaborate, assimilate and implement in practice the fruit of technical and scientific progress, which is at the basis of the socio-economic development of any state. Thus, a key element in the creation of a knowledge-based economy is to ensure the link between research education and the labor market demand in the field. In this respect, an important aspect for the existence of an efficient educational system is to ensure the continuity of the training process for highly qualified staff, which would include their continuous professional development, too. Starting from these ideas, the author presents some theses regarding the formation of human scientific capital and presents a presentation of the situation in the field in the Republic of Moldova, analyzing data on the number of abiturients interested in research, starting with high school education and finishing with the postdoctorate.
