Kosovo Higher Education System and the Demand for Qualified Academic Staff

Abstract:
Currently the Kosovo Higher Education System (HES) is faced with lack of qualified human resources that have finished doctoral studies (Level 8, European qualification framework). Even though new Public and Non-public Higher education institutions (HEIs) have been established, the country hasn’t developed a strategy that will increase the human resources (with PhD qualification), that will be engaged in these institutions. As a result the low level of the human resources has brought a double effects in a) increasing the costs for human capacities b) reducing the possibility for selection of qualified human capacities. Due to increase of the demand for PhD holders, as new HEIs have been established, the quantity offered in the marked has slightly increased, HEIs are forced to pay more for the same services. Therefore this research aims to provide a strategy that should be focused in development of a new policy that aims to increase the number if qualified PhD holders in Kosovo. The research will be focused on analyzing the official data that are provided by the Ministry of Education, Science and Technology of Kosovo, by analyzing the official reports for the period 2008 – 2017.
