Innovative Development Models: World Experience and Kazakhstan

Abstract: This article explores international experience in innovation development, in particular, the US (American), European (German), Asian (Chinese, South Korean) models of innovation development, including their advantages and disadvantages. The main areas focus of state support programs for innovative practices, such as high-tech industries, start-up companies, cutting-edge technology, training and professional development of personnel, selfemployment through innovative technology, are analyzed; the state-of-the-art approaches to supporting innovative businesses are investigated (both development of innovations and their implementation), incentive tools (targeted tax incentives, credit policy, protection of copyright and intellectual property rights, venture mechanisms, etc.). The recipients of state support programs for innovative activity, such as high-tech industries, start-up companies, cutting-edge technology, training and professional development of personnel, selfemployment through innovative technology, are carefully examined in this article. The article also explores the approaches to supporting innovative businesses implemented in developed countries, as well as, incentive tools (targeted tax benefits, credit policy, protection of copyright and intellectual property rights, venture mechanisms, etc.). The article states the reasons for both the consistent gap in innovative opportunities between developing and developed countries and reasons for lack of research in public and private sectors. Several tools from international experience, which are discussed in the article, could be applied in Kazakhstan to create a welcoming environment for generating innovative thought.
