The System of Public Assistance and the Earnings of its Recipients in Japan

Abstract:
Utilizing the household-level data from the Survey on Public Assistance Recipients by the Ministry of Health, Labour and Welfare, we describe and analyze the earnings behavior of the recipients of Public Assistance (PA) benefits in Japan. First, we describe the institutional aspects of the PA system to provide the background information for our discussion. Second, while describing the patterns of the earnings and working days of the recipients over years 2012-2016, we also investigate the factors that drive the recipients to work. Third, we examine the impacts of the 2013 reform in the PA system on recipients' earnings using descriptive statistics.
