Abstract: In the past decade, Treasury deployees have accumulated considerable experience of the theory and practice of capacity development in economic policy agencies in various countries in the Asia Pacific region. In this paper, we address issues that we grappled with in our roles as capacity development advisers in Papua New Guinea and Solomon Islands, such as how to maintain good working relationships with counterparts, whether we were focusing on the right priorities, and how to assess whether we were being effective in our work.
