Abstract: This article consists of reprinted excerpts from the authors’ report released on September 16, 2004. The excerpts are reprinted here with permission of the authors and the City of San Diego. In this reprint, almost all footnotes in the excerpted material have been omitted (indicated by an *). On occasion, textual passages have been omitted (indicated by ***). The original report is available online at www.sandiego.gov/press/retirement040916.pdf. Our excerpts are organized as follows: We begin with “An Overview of Pension Regulation” (from Appendix 3 to the report), then present “Federal Securities Laws and City’s Disclosures” (from Part IV of the report), followed by “Organization and Structure of the San Diego City Employees’ Retirement System” and “The Evolution of the SDCERS Funding Deficit” (from Parts I and II of the report).We conclude with “Evaluation” (from Part V of the report).
