Lease-Purchase Financings in China—Financial Instruments for Environmental Infrastructure

Abstract: This paper discusses a new infrastructure financing approach—lease-purchase financing—for application in China. The lease-purchase concept already has national approval in China and complies with existing Chinese legal rules.The goal is to apply this legal, enforceable, simplified, affordable, secure, and more readily understandable approach for financing essential infrastructure in China.
