State of the States: Lessons Learned and How to Look Forward

Abstract: Although the national economy appears to have emerged from recession, states are still experiencing stress and will face many challenges over the next few years. This article explores current issues facing states and what state officials and municipal analysts have learned from the Great Recession. The authors address fiscal health over the short and long term, pension liabilities, and decisions that have helped some states fare better than others during the recession and as they emerge from it.
