Paired Testing and the 2000 Housing Discrimination Study

Abstract: This paper was prepared as part of a National Resource Council workshop on the use of paired testing to study measure racial and ethnic discrimination in housing markets. The paper first introduces the concept of paired testing, reviews the major issues surrounding its use, and discusses several previous testing efforts. The second half of the paper provides a detailed description of the 2000 Housing Discrimination Study that was commissioned by the U.S. Department of Housing and Urban Development and is being conducted by the Urban Institute.
