Contrattazione e produttivita' programmata: una proposta di politica economica

Abstract: Il declino della produttivita' e della competitivita' dell'Italia ha radici lontane, che con l'Euro si sono acuite ma di cui l'Euro non tiene responsabilità . Esse sono radicate in fattori strutturali, dal lato della domanda, della distribuzione e dell'innovazione, che hanno posto in crisi la legge Kaldor-Verdon in Italia più che in altri paesi dell'Europa. Solo intervenendo su questi fattori e' possibile uscire dal tunnel. La proposta della produttivita' programmata inserita in una politica nazionale ma soprattutto europea di crescita e non di rigore e austerita', rilanciando la funzione distributiva e di sostegno della domanda che svolge la dinamica salariale, costituisce un indispensabile di cambio di rotta per la politica economica e sindacale. The decline of the Italian productivity and competitiveness is rooted in long-term weaknesses which have been deteriorated with the Euro to which anyway responsibility cannot be attributed . The weaknesses are rooted in structural factors, concerning the demand side of the economy, the income distribution among social classes and generations, the innovation policies; all these factors have contributed to the crisis of the Kaldor-Verdon law in Italy more than in other European countries. Only acting with policies focused on these factors it will be feasible to find the way out of the tunnel. The proposal of bargained productivity within a national policy, and even more important a European policy, addressed to growth instead of rigour and austerity, and supported by the distribution and demand role played by wage dynamics, represents the necessary change in the route of economic policy and trade union policy.
