Abstract: In the article the main reasons of low effectiveness of economic reforms are revealed. Trends in social expenditures of OECD countries and Ukraine are analyzed. National idea is proved to be one of the key conditions of successful economic development model. National model of social-economic development is proposed to be built taking into account historical and modern globalization processes.
