Implementation Of Modern Forms Of Rental Water Use: Directions Of Institutional And Methodological Support

Abstract: This article analyses the recent changes in the regulatory and legal framework for regulating the lease of water bodies. The ways of improving institutional precondition of spreading rental schemes in the sphere of water related to the ownership, disposition and use of water and water management facilities, the conclusion of the lease agreements, the establishment and collection of rents and other payments, rights and duties of civil administration, local government regional divisions of Ukrainian Derzhvodagentstvo (National agency of water management) and basin departments to control the use of leased water and water management facilities. The need to minimize the precedent setting benefits for the payment of rent for the use of water and water management facilities is grounded, as it is an extremely reliable channel of illegal appropriation and redistribution of water rents.
