Counteraction to the laundering of the proceeds from crime in the public sector, as the state mechanism reducing the shadow economy

Abstract: The article examines the problems of counteraction to the laundering of the proceeds from crime in the public sector, as the state mechanism reducing the shadow economy. The principal trends of the study are: identifying vulnerabilities in public funding in view of the risks associated with embezzlement of public funds; development of recommendations and measures for prevention of crimes associated with embezzlement and laundering of proceeds from embezzlement. The author carried out the review of negative impact of corruption and crimes involving embezzlement of public funds, developed a scheme for the implementation phase of the crimes involving embezzlement of public funds and their subsequent legalization in terms of stages of the budget process: the preparation and decision-making on budget (planning), budget execution, reporting and financial analysis. The study identified the most common frauds with public funds, vulnerabilities in public funding in view of the risks associated with embezzlement of public funds and developed recommendations for prevention of crimes associated with embezzlement and laundering of proceeds from embezzlement.
