Abstract: In this article the author underlined new version of calculation and monitoring and estimation of real income of population. The basis of living wage calculation and dynamic analysis of population well-being is bioenergetic unit of consumption; current value of optimal range of food products is determined on the basis of linear programming. Other parts of living cost are calculated on the basis of real structure of individual consumption for the first and second deciles of households. In the article the results of BEUC of cost living and dynamics of population wellbeing (on an example of Rivne town) are highlighted. These investigations were conducted during 2004-2012. Due to realization of another's version there is a possibility to avoid violations of law normatives and to increase objectiveness and transparency of social standards regulation.
