Abstract: The main regulations of innovation-based strategies development in the industrial countries are determined. The article justifies the urgent need to implement in Ukraine the regulations of the new European economic development strategy "Europe 2020: A strategy for smart, sustainable and inclusive growth", as well as participation of Ukrainian scientists in the framework program of scientific achievements and innovations "Horizon 2020".
