Abstract: This article is dedicated to analysis and research of IT sector as strategy planning object factors which have to be considered in Ukraine IT sector development strategy. This work includes following items and themes: strategy planning category review; "Economic sector strategy planning" definition proposed; Economic characteristics and factors of IT sector analyzed: labour nature and labour manner changes, information usage as fifth factor of manufacture, R & D capacity increase and organic composition of capital decrease trends; information rent definition propose; information rent, product development cost indexes and capital organic composition calculation done for 8 MEDC (more economic developed countries) for 2010-2011 period; recommendations for Ukraine IT sector development plan and further researches define.
