Financial support for the educational sector of Ukraine: problems and prospects of their solution

Abstract: In the article the current state of financial providing of the Ukrainian educational field is studied; the rules and regulations and the amounts of funding the state spends to develop education are analyzed; the importance of educational subvention is proven; the role of education in ensuring post-industrial development of Ukraine is shown; it is proved that the humankind is to invest increasingly greater part of the national output in the educational level upgrading, in renovation of human capital assets; in the industrial society not the things, movable property or real estate, not the natural wealth including power resources are the main country's wealth, but the educational system that teaches people who produce knowledge, information and innovative technologies and ensure successful economic development of the countries. The existing problems of financial providing to ensure development of the educational field and the prospects of their solution are defined. The main source for financing the educational field is budget funds. The additional sources are the tuition fee; revenues from manufactory, enterprises, workshops, economies sales, rent, giveaways from local budgets, grants, voluntary donations and educational subvention. Only the protected items have been financed recently, whereas the educational field development has not been financed. The ways of solution of the problems of financial providing of the educational field are suggested. They are as follows: increase of the level of financial providing by means of optimization of the network of educational establishments and organizations; further development of educational fund-raising; optimization and the efficiency of the spendings of the State Budget of Ukraine and wider social responsibilities; transparency of the state procurements; economy's unshadowing; capitalization of the higher education and academic research; transition to project and result-oriented financing; implementation of public-private partnership in the educational field.
