The Special Economic Allocations Law and its role in the oil fiscal income distribution (1998-2006)

Abstract: The new realities cause that the economic policies head, more and more, towards highest levels of productivity and efficiency. It is also necessary to apply this general condition to an economic issue of vital importance as it is the income distribution. In this preliminary study of the Venezuela’s characteristics and particularities of the distribution of incomes provided by the international hydrocarbon market, the allocation of income according to the Law of Special Economic Allocations is compared with the expenses made in transport and communications, education, culture, science and technology, housing and health, in a sample of oil and non-oil states during the 1998-2006 period.
