Abstract:
This research aimed to analyze the design of the economic and social development plans (PDES) in Venezuela during the period 2001 - 2019. Three hypotheses were formulated: research hypothesis (to design the PDES, the theory of strategic planning is considered) null hypothesis (to design the PDES, the theory of strategic planning is not considered) and alternative hypothesis (if the PDES responds to the Venezuelan society’s demands, it becomes irrelevant the methodology used for its formulation). A legal and theoretical content analysis of the design mechanisms was applied and for the data collection and the interpretation of results, coding and counting were used. To sum it up, the null hypothesis was proven, since the applied strategic planning was incomplete.
