Abstract:
In 2005 a system of collective bargaining that defines minimum wages by industry and job categories within industries was re-implemented in Uruguay. In this document we describe in detail a methodology that combines wage data from Uruguay's Household Survey with administrative data on minimum wages by industry to get a measure of compliance with those mandatory minimums for the period 2007-2011. The main difficulty of this type of exercise is that both data sources use different classification of job categories and industries. Overcoming this difficulty implies a careful job of case by case matching. The matching exercise assigned a specific minimum wage for 73.5% of workers in 2007-2008 and around 88% for 2009-2011.
