Abstract:
The 2004 Report examines the relationship between external debt and development in Africa, with a focus on the concept of debt sustainability and its implications for poverty reduction and economic growth. It evaluates existing debt relief initiatives and assesses whether current approaches adequately address the financing needs of African countries. The Report analyses debt sustainability criteria, debt-service obligations and the interaction between debt burdens and development objectives. Particular attention is given to the relationship between debt management and the achievement of internationally agreed development goals. The analysis considers alternative approaches to debt assessment and discusses policy options for improving development finance while ensuring that debt obligations do not constrain investment, economic transformation and long-term growth.
