Abstract: The 2006 Report analyses the implications of increased international commitments to development assistance for Africa and examines how higher aid flows can contribute to sustained growth and poverty reduction. It evaluates the effectiveness of existing aid arrangements and identifies challenges associated with fragmentation, unpredictability, administrative burdens and policy conditionality. Drawing on historical experience, the Report assesses alternative approaches to aid architecture and development financing. Particular attention is given to the relationship between aid, investment, productive capacity development and structural change. The analysis considers how aid can be better aligned with national development priorities and explores institutional arrangements that strengthen ownership and accountability. Policy recommendations focus on improving aid effectiveness while supporting long-term economic transformation and sustainable development.
