Abstract: The 2021 Report reviews developments in world seaborne trade, shipping markets, ports and logistics services, with particular attention to the continuing effects of the COVID-19 pandemic on maritime transport. It analyses changes in trade flows, fleet deployment, freight rates and port performance and evaluates their implications for global supply chains and economic recovery. A special focus is devoted to challenges faced by seafarers, including restrictions on crew changes, labour mobility and working conditions arising from the public health crisis. The Report examines the operational and regulatory dimensions of the crewing crisis and assesses their impact on maritime safety, transport reliability and sector resilience. The analysis highlights policy measures and international cooperation efforts aimed at supporting maritime workers while maintaining the efficient functioning of global shipping networks.
