Abstract: The 2025 Report examines the opportunities and challenges associated with the development and deployment of artificial intelligence in developing countries. It analyses recent advances in artificial intelligence technologies and assesses their potential implications for productivity, innovation, public services and economic development. Particular attention is given to issues of inclusion, technological capabilities, governance and access to digital infrastructure. The Report evaluates how artificial intelligence can contribute to sustainable development objectives while also creating risks related to inequality, labour-market disruption and concentration of technological power. It considers policy frameworks aimed at supporting responsible and inclusive adoption of artificial intelligence and strengthening domestic innovation ecosystems. The analysis highlights the importance of international cooperation and national capacity-building efforts to ensure that the benefits of artificial intelligence are widely shared.
