Abstract: The 2003 Report examines foreign direct investment policies from both national and international perspectives and analyses their role in promoting development. It reviews global and regional trends in investment flows, assesses the causes of the investment downturn in the early 2000s and evaluates prospects for future recovery. Particular attention is given to the interaction between domestic investment policies and international investment agreements, including issues related to the right to regulate, corporate responsibility and policy space for development. The Report considers how investment frameworks can support economic growth while safeguarding broader development objectives. The analysis highlights the increasing importance of international investment governance and explores policy approaches that can strengthen the contribution of investment to sustainable and inclusive development.
