Abstract: The 2023 Report examines investment in sustainable energy systems and analyses its role in supporting climate goals, energy access and economic development. It reviews trends in foreign direct investment, project finance and sustainable finance related to renewable energy, energy infrastructure and energy efficiency. Particular attention is given to developing countries, where investment needs remain substantial and financing constraints continue to limit progress toward universal energy access. The Report evaluates barriers affecting investment flows, including financing costs, policy uncertainty and unequal access to capital markets. It also assesses the contribution of public and private finance, development institutions and international cooperation to the energy transition. The analysis identifies policy measures for accelerating investment in sustainable energy while supporting broader sustainable development objectives and reducing investment gaps across regions.
