Goals and means of Russia’s economic development under the sixth technological wave

Abstract: Recent statistics indicate that Russia’s economic growth is slowing down, thus there is a need to change the current model of economic development to the one based on the distinct shift to? wards the sixth technological wave. The paper researches the interrelations between the principal “stand? ard” goals of the country (improvement of the living standards and maintenance of the national security) and main means of the national development (innovations, investments, production competitiveness, competitive environment, development of science and education) in terms of both compound direct and reverse links and the strength of the mutual influence. Methodologically the research is based on the sys? tem analysis and modeling of the mutual influence of big heterogeneous systems. The methods include a goal tree, logical analysis, expert analysis of pair interrelations, and graph theory methods. As a result, the author identifies the most significant means requiring greater attention while managing the country’s development, highlights the necessity to ensure faster rates of changing them, and determines the order of managing actions that target these or those means. Given the revealed closed cycles of impacts, there is a possibility of mutual strengthening of the effects produced by the means. The suggested method can be applied at the preliminary stages of the national economic development strategies’ development.
