Abstract:
To reach national goals, Russia’s strategic planning documents heavily count on the territories of advanced socioeconomic development as a tool for attracting investments, stimulating faster economic growth, and improving standards of living. The paper discusses the functioning experience of the first territories of advanced socioeconomic development and contradictions between the federal center, regions, investors, and corporations present in the regions. The authors pay attention to, first and foremost, the revealed discrepancies in the quality of the innovation infrastructure, budgetary funding of the territories, and benefits received by the residents. The methodological basis of the study includes a system-synergetic and an institutional-synergetic approaches, investment and innovation theories, and theory of intergovernmental relations with statistical analysis as the main metod. To improve the process of creating territories of advanced development and expand their role, the authors propose a set of measures based on a system-synergetic approach, which consolidates rather than strengthers the inter-corporate competitive atmosphere in regions with limited economic capabilities. The research substantiates the claim that territories of advanced development have not discredited themselves as an institution, but such territories are unable to induce radical changes in regions lacking a modern base for development of high technologies. The research findings show that to increase the efficiency of the territories of advanced socioeconomic development, their creation should be accompanied by establishment of a scientific and technical base for high technologies that is adequate to the level of the Fourth Industrial Revolution. The results of the research may be useful to organisers, designers, technologists and investors involved in the development of this new institutional platform.
