Abstract:
The theory and methodology of changes in economic systems, as well as the market practice, have no necessary developments of the content of a breakthrough economy. The paper looks at the concept of breakthrough economy as an innovative system of relationships between economic subjects concerning their organization and production management that actively applies the combined knowledge of the aggregate worker and artificial intelligence outside of traditional trends. The methodological framework includes theoretical provisions of the life cycle hypothesis, innovation theory and entrepreneurship theory. The main sources of a breakthrough economy – national and production culture, its values, intellectual potential and accumulated knowledge – are revealed through the methods of scientific abstraction, unity of logical and historical approaches, generalization, cause and effect analysis and dialectic method. The authors stress two aspects of a breakthrough economy, i.e. creative and destructive, and specify its properties, such as exclusivity and dual purpose. We generalize about the conditions for forming this type of innovations in the Russian regions. The study presents the idea about special economic zones, the purpose of which is to develop high-tech sectors of the Russian economy and import-substituting industries, and to create new types of products. The theoretical and practical importance of the study is that the presented understanding of a breakthrough economy can be useful both to enterprises seeking to adjust their innovative strategies and to state authorities when implementing a new economic policy
