Abstract: In the article the concept ‘Personnel Management’, the principle of legitimacy, the HR-technologies in the state service, tools and methods of staff development, personell management technologies in the of civil service have been analysed. The analysis of legal base in Ukraine for governing the selection of personnel, motivation, adaptation, training and professional development, career development, personnel reserve formation has been conducted. It is defined the procedures, technologies, mechanisms that are used in the management of state service personnel without being determined by current laws of Ukraine. The ways of solving the problems of the legitimacy principle in the management of civil service personnel
