Abstract:
Researches of domestic and foreign scientists on decentralisation problems through a prism of development of rural communities are analysed. The relationship of cause and effect between economic shifts in agriculture and destructive processes in social sphere of rural settlements is established. Arguments concerning granting of priority to investments in the human capital within realisation of a state policy of rural communities’ development are resulted.
