Abstract: This short and objectively publication has its main purpose to scrutinize the potential advantages and disadvantages concerning the state budget revenues, corporate profits and the social benefits of having ?lottery business? in a monopoly or a competitive market environment. A short historical, financial, legal and ethical standards groundedreview of the Bulgarian lotteries focusing of ?Bulgarian State Lottery? -?BST? and the private owned lotteries will be analyzing from one hand. The global international markets leaders as Europe, America and Asia data and trends will be using for references and pins to guideline and highlight the big analyze picture from the other hand.
