Abstract:
This study provides an assessment of the public procurement market situation. The analysis is based on data, extracted from the Public Procurement Register, for the number and overall budget of the signed contracts under procedures with national and European funding. Methods for analysis of statistical series, such as averages, baseline and chain growth rates, were used. As a result of the analysis, it is concluded that the market is developing dynamically. One of the main reasons for this tendency is European funding. The participation of SMEs in this market was also observed. Despite the adopted and integrated legislative changes in 2016, it was observed an unfavorable trend to limit the access of SMEs to public procurement in Bulgaria.
