Abstract: The pr esent article offers a brief historical survey of training and research in the area of local self - government at the Higher School of Commerce (known today as University of Economics – Varna). The emphasis is on the contributions of two eminent lecturers an d scholars: Prof. Stancho Cholakov and Prof. Dimitar Ganev. Their works have not lost their topicality by virtue of their intransience.
