Abstract:
According to the doctrine, bound administration is a major form of action of state and local administration. The boundaries of binding are determined by the legislator, but its judgment is in fact predetermined by the peculiarities of the subject of legal regulation. In the contemporary forms of protection of citizens‘ rights, the conclusion is that discretion is the principle in the activity of the administration, while bound administration is an exception, a residual category.
