Abstract: This study is part of the Commission's evaluation of the Horizontal Block Exemption Regulation (HBER) and the Horizontal Guidelines. The objective of the study is to provide qualitative and quantitative evidence on the effectiveness, efficiency and relevance of the HBERs and the Horizontal Guidelines. In particular, the study aims at assessing whether and to what extent the HBERs and the Horizontal Guidelines are in line with recent developments.
