Abstract: The article considers feasible policies, institutions and investment activities in the Nepal Hills. It reviews the evidence on the extent of environmental degradation, its costs, and causes. The scope for policy action is considered in respect of government planning, macroeconomic instruments, and sectoral investment programmes. Amongst the recommended actions are measures to develop the rural Tarai, support to urbanisation and non-farm income opportunities, the development of user groups, decentralization, and the greater involvement of the private sector.
