Abstract:
Although Jamaica has the highest per capita cellular phone usage in Latin America and the Caribbean the use of the available technology to revolutionize Tertiary Education for the rural people of Jamaica has not happened yet. One would of thought that by now, in the context of 21st century technology thinking, we would have moved away from the “BRICK AND MORTAR” thinking, whereby to acquire tertiary education one has to go to a University of the West Indies, University of Technology or Northern Caribbean University.
