The Implications of the Emerging Trading Environment for Sri Lanka

Abstract: This paper examines the implications for Sri Lanka of the Uruguay Round and other events shaping the world trading environment such as growing regionalism, labor standards, and the environment. The analysis reveals that the Uruguay Round is unlikely to have a significant influence on Sri Lanka in the short term. Given the gradual phasein periods of the Agreements, the impact of the Round is only likely to be felt in the medium to long term. Although Sri Lanka has made significant progress in liberalizing its economy, the government needs to improve its regulatory capacity to better manage a market economy and ensure competitive and fair practices. As to whether the country will succeed or not in gaining from the new opportunities that arise from the emerging trading environment will depend on the speed of domestic adjustments to the realities of the post-Round era.
