Environmental Impact Assessment: A Gap between Theory and Practice in Vietnam

Thi Anh Nguyen

Chapter 8 in The Vietnamese Economy and the Fourth Industrial Revolution, 2026, pp 201-218 from World Scientific Publishing Co. Pte. Ltd.

Abstract: Environmental Impact Assessment (EIA) is considered a common tool for addressing environmental concerns in proposed projects. In Vietnam, EIA has been legally implemented since 1993. The first law on environmental protection was adopted to reduce the pressure on environmental components and pollution caused by the Industrial Revolution and economic modernization. Nowadays, EIA is governed by the Law on Environmental Protection 2014 and regulations specifying the EIA process. Apart from some benefits to the environment and society, EIA still has some challenges in reality and exists the gap between theory and practice. To address this problem, the chapter analyzes the process of EIA in Vietnam. This analysis is based on the review of the relevant literature, legal provisions, and EIA reports. The conclusion finally shows that Vietnam’s EIA process should be improved in the future.
