Abstract: AbstractThis paper uses a naturally occurring event as an experiment; it is almost a controlled experiment in the sense that it compares the current state of affairs in two adjacent economies which used to be one, up to World War I. After the war, German Togoland was split into two territories, one exposed to the policies of French rule (Togo) and the other to that of British Gold Coast administration (Ghana). Both are independent today, Ghana attempting to promote entrepreneurship much more so than Togo. This article examines entrepreneurial activity in both settings, explaining the lack of success of new venture programs in West Africa, and concluding with recommendations for such developing environments.
