An International Banking Standard: The Time is Ripe

Abstract:
This paper puts forward the case for an international banking standard (hereafter, IBS). It emphasizes that banking crises in developing countries have been widespread and severe over the past fifteen years, that such banking crises have been costly for the countries involved and increasingly pose risks to others, that existing international agreements do not address the main origins of banking crises in developing countries, and that an IBS offers an attractive route to banking reform.
