Abstract:
The PCIPHC approach is more likely to succeed when integrated with broader efforts to improve health equity and establish rights, as demonstrated in Uruguay.The evolution of PHC in Uruguay has been a gradual process with the participation of different stakeholders. By 2007, a comprehensive Health System reform was put in place aiming to guarantee UHC, prioritizing PHC and fostering primary care, and focusing on integration.Long-term perspectives are essential for sustainable change. The SNIS reform endured as a state policy, underscoring the importance of sustained regulatory frameworks and stakeholder coalitions to support reform processes.
