Problems of Agricultural Cooperation in the Krasnodar Territory and Ways to Resolve them Legislatively

Abstract: Agricultural cooperation is one of the most crucial directions for developing Russia’s economy. Its significance stems from historical traditions established in the country’s leading agricultural regions and the critical need to supply the population with domestically produced food amidst anti-Russian sanctions. The government has set a goal of import substitution, including agricultural products, raw materials, and fertilizers, with agricultural cooperatives expected to become a driving force in this mechanism. Achieving this objective is impossible without changes to federal and regional regulatory frameworks and resolving pressing issues. This research uses historical, sociological, systemic, and legal analysis methods. It examines federal and regional legislation (using the Krasnodar Territory as an example) that regulates the legal status of agricultural cooperatives. The research explores the historical aspects of agricultural cooperation’s development and its challenges. By identifying the problems in legal regulation, the authors propose solutions to address them. Noteworthy proposals include establishing regional platforms to enable agricultural cooperatives to market their products within the framework of regional support, developing a regional legislative framework for the functioning of production-oriented agricultural cooperatives, and creating agricultural cooperatives with state participation to achieve import substitution and mitigate the effects of sanction-related pressures on Russia.
