Abstract: Der Spielraum für finanzpolitischen Stimulus ist im Euroraum durch die europäischen Fiskalregeln eng begrenzt. Allerdings enthält der Stabilitäts- und Wachstumspakt die Möglichkeit, die Regeln im Falle eines schweren Wirtschaftsabschwungs im Euroraum oder in der Union insgesamt vorübergehend außer Kraft zu setzen ("Allgemeine Ausweichklausel").
