Abstract: The failure of the Alliance for Jobs marks the end of the attempt to accomplish the adjustment of the German labor market and welfare state through a tripartite pact between government, trade unions and organized business. The root causes of the failure are located mainly in the peculiarities of the organization of the German state and its system of party competition. The history of the Alliance for Jobs can therefore essentially be recounted as a history of conflict over the distribution of political power within the state system.
